STATEN ISLAND, N.Y. — In a significant move to enhance educational accessibility, Governor Kathy Hochul has announced that approximately 40,000 newly eligible students have applied for New York’s Tuition Assistance Program TAP for the 2024-25 academic year. This surge in applications follows an increase in income thresholds resulting from the fiscal year FY 2025 budget.
The FY 2025 budget allocates an additional $55.7 million to the TAP, allowing for an increase in the minimum award from $500 to $1,000, along with revised income limits. The net taxable income thresholds for dependent students have risen from $80,000 to $125,000. For independent married students, the limit increased from $40,000 to $60,000, while independent single students now have a threshold of $30,000, up from $10,000.
These changes are projected to benefit approximately 93,000 students across both public and private universities, including 48,000 individuals who are newly eligible for the program.
Broadening TAP’s reach allows us to attain a brighter future for more of our students — one where they can achieve their educational goals and be proud of their accomplishments, Hochul stated. With more than 40,000 TAP applications already received from newly eligible students, it is clear that increasing the TAP income thresholds was a much-needed step in making higher education more accessible and affordable for all New Yorkers.
This year’s expansion of TAP eligibility also includes part-time students and those enrolled in non-degree programs. Interested applicants are encouraged to complete their Free Application for Federal Student Aid FAFSA, which connects directly to the TAP application.
The recent increase in applications is a testament to our commitment to making higher education more accessible for all New Yorkers,” remarked New York State Education Commissioner Betty A. Rosa.
By raising the income threshold for eligibility, we are opening doors to countless students who might otherwise face financial barriers to pursuing their educational goals right here in New York.
This initiative is a critical step toward ensuring that every student has the opportunity to achieve their full potential, regardless of their economic background. We are dedicated to supporting our students and fostering a brighter future for our state.
