SACRAMENTO – Governor Gavin Newsom has signed Assembly Bill 3158, which will allow the West Valley-Mission Community College District (WVMCCD) to waive tuition fees for students starting on January 1, 2025.
Assemblymember Marc Berman (D-Menlo Park) celebrated the bill as a win for WVMCCD students, noting that two-thirds of California community college students struggle with basic needs like food and housing. “The high cost of living in the South Bay and Peninsula creates significant challenges for our local students,” Berman said.
Under AB 3158, WVMCCD can now redirect financial resources to students, helping them pursue education without the burden of tuition. Chancellor Bradley Davis added that the law will streamline the enrollment process, making it easier for students by removing complicated forms and delays. “Every student in our area—whether full-time, part-time, or returning to school—will now have access to free, quality education,” Davis said.
Trustee Adrienne Grey highlighted the law’s role in promoting educational equity, ensuring students from diverse backgrounds can thrive. Trustee Robert Owens also noted that the district will implement the bill without raising its budget or requiring extra state funds.
